Flag to indicate that ILauncher::killProcess() or ILauncher::killProcessWithTimeout() calls should simply fail if a debugger is currently attached to the child process being terminated.
The default behavior is to still attempt to kill the child process and wait for it to exit. On Linux, this will work as intended. On Windows however, a process being debugged cannot be terminated without first detaching the debugger. The attempt to terminate the child process will be queued for after the debugger has been attached.
