Loads plugins based on settings specified in the given settings object.

The settings read populated a carb::PluginLoadingDesc. The settings read are:

/pluginSearchPaths: Array of paths in which to search for plugins.
/pluginSearchRecursive: If true recursively each path in /pluginSearchPaths.
/reloadablePlugins: Array of plugin wildcards that mark plugins as reloadable.
/pluginsLoaded: Wildcard of plugins to load.
/pluginsExcluded: Wildcard of plugins that match /pluginsLoaded but should not be loaded.

Do not use this function directly. Rather, call carb::startupFramework().
