ApplySkelBindingAPICommand

ApplySkelBindingAPICommand is a command that applies the USD Skel Binding API to selected prims in a USD stage. It uses an optional layer provided during initialization or defaults to the current stage edit target layer if none is given. The command iterates over a list of USD prim paths and applies the Skel Binding API to each prim that does not already have it. An internal undo mechanism reserves each modified prim, allowing the operation to be reverted if necessary.
