Return the message prefixed by the quoted subject and a code-specific label when available. An empty subject returns the message alone. An empty Issue returns an empty string. Quotes, backslashes, and control characters in the subject are escaped. This function does not change or log the issue. Display text is not a stable identifier for program logic.
