Registration function to install a schema with the structured logging system.

Param log:: [in] A pointer to the global singleton structured logging system to install the schema in.
Return:: true if the schema is successfully installed or was already installed.
Return:: false if the schema could not be installed. This may be caused by a lack of available memory, or too many events have been registered in the system.
